Who is affected: internally displaced persons (4,965,000), the National Social Service, Ministry of Social Policy, and oblast state (military) administrations
Summary:
- persons relocating within territories temporarily occupied by Russia have no right to receive internally displaced persons (IDP) certificates
- if there isn’t a residence registration in the document verifying the identity and confirming the Ukrainian citizenship of a person, the applicant must provide proof of residency on the temporarily occupied territory. One of the following documents should be provided:
- military identity card with information about the service
- employment record book with records about employment
- document confirming ownership of movable or real property
- diploma or certificate about education issued by an educational establishment
- order for placing a child in a children’s home, a foster home, a family-type children’s facility, or establishing guardianship or custody
- medical documents
- copies of documents containing details about the place of residence, extracts from the register of the territorial community, national or foreign passport
- photos or video recordings
- every child, including those who arrived unaccompanied by parents or legal representatives, and children born to internally displaced persons who moved from combat zones or from territories temporarily occupied by Russia, receives an IDP certificate
- aid to IDPs is terminated two months after the completion of hostilities or temporary occupation of the territory from where the person relocated
- if a person has returned to the previously abandoned place of residence, aid payment is stopped the following month after the return
- if a person received aid prior to September 1, 2023, and waived or lost the right to it but after August 1, 2023, found themselves on a territory where a mandatory evacuation was declared, such person is entitled to aid for a six months
- oblast state (military) administrations conducting mandatory/forced evacuation conclude and send lists of evacuees to the Ministry of Social Policy on a weekly basis via electronic communication
- from December 1, 2023, aid to a non-working person of working age is granted starting from the month they submit a respective application. If the person does not find a job or does not acquire the status of unemployed within three months from the day they started receiving aid, the aid payment is stopped
- service members recognized as IDPs are exempted from checks of the actual place of residence or stay. Such checks are not conducted if a confirmation of a single social contribution (SSC) payment by the military unit or a service certificate by the military unit is provided
- people who stayed abroad for more than 30 days and returned to Ukraine can receive payments if they are applying for aid for the first time or if they lost the right to it. Applications for payments can be made after staying in Ukraine for 15 days. Aid will be paid for 6 months.

- the Cabinet continues to improve mechanisms for ensuring social security for internally displaced persons.
