Who is affected: persons subject to military service, conscripts, and territorial centers for recruitment and social support (hereinafter — recruitment centers)
Summary:
- women who wish to undergo basic general military training (BGMT) and meet age and health requirements will have to first register as conscripts upon their request. After completing the BGMT, they will be registered as persons subject to military service
- before starting BGMT, all citizens will have to undergo a medical examination. This will not apply to cadets, students of military educational establishments, and police officers undergoing initial professional training
- boys who turn 17 during the current year will be required to register as conscripts by the end of July. This will be possible to do online (via electronic identification) or in person at recruitment centers
- valid reasons (must be documented) for not registering will include:
- illness
- natural disaster
- residing (staying) during a special period in temporarily occupied areas of Ukraine where hostilities are taking place
- other circumstances
- citizens who fail to register by the deadline will be able to register later only in person at recruitment centers, while receiving an administrative penalty
- persons who must be registered as subject to military service will include:
- conscripts who have received special titles of private, sergeant, or officer (command) ranks
- women who have completed BGMT
- those who have finished the reserve officer training program
- commissions that send individuals for BGMT will have the right to request higher authorities to grant deferments from BGMT in cases not defined for by law.
What is right:
- the bill regulates the issue of registration for recruits and women who have expressed a desire to undergo BGMT
What is wrong:
- allowing commissions that send individuals for BGMT to request deferments in cases not defined by law poses corruption risks and may lead to power abuse
Alternative solution:
exclude the possibility for commissions that send individuals for BGMT to request deferments from training in cases not defined by law.
