Who is affected: IDPs (4,9 million people), state bodies, local governments, and educational establishments
Summary:
- a database of real estate available for housing IDPs will be introduced (hereinafter — the information database)
- the information database will contain data on residential buildings, non-residential premises, land plots, and other real estate that can be used for housing IDPs. State, municipal, and private property can be included in the database with the owner’s consent. It will be a publicly available interactive map
- the information database will be used for open access to real estate data for IDP housing, submission of settlement applications by IDPs, and engagement of material resources required for such housing
- the holder and administrator of the information database will be determined by the Cabinet of Ministers, and its users will include state bodies, local governments, private individuals, and legal entities
- the information database will have to be compatible with other state registers about property and business activities
- the creation of the information database will be funded from the government budget
- to populate the information database, coordination commissions under oblast military administrations and regional inspection commissions under raion military administrations will be created. Regional commissions will inspect the property before including it in the information database
- state and municipal enterprises, as well as public and charitable organizations providing housing for IDPs, will be allowed to rent state and municipal property without an auction
- during martial law and for three years after its end, it will be allowed to rent for housing IDPs the property of educational establishments that have not been used for its intended purpose for 12 months.
What is right:
- there will be more housing available for IDPs thanks to the permission to rent unused educational establishments’ property.
What is wrong:
- the creation of the information database will require time to develop and funding from the government budget for its creation and administration. However, the existence of such a database will not improve access to housing for IDPs. The problem is the availability and quality of housing in the communities where IDPs want to settle. Few people would want to move for long-term residence to gyms or other unsuitable premises even if they are available. The authorities do not fully understand how to solve the problem of housing IDPs.
Alternative solution:
- oblige local state administrations (military administrations) and community authorities to publish data on available real estate for IDP housing on their official resources based on inspection results. This would save the budget funds required to create another database.
