During the vacation period, government bodies work much slower than usual. However, it is during this time when long-postponed changes unable to get on the authorities’ agenda earlier are often made. Today in our digest: the Cabinet decides to provide state support for innovations in business and sign an agreement on mutual recognition of educational documents between Ukraine and Hungary while the President signs a decree deploying soldiers and law enforcement officers to the Democratic Republic of Congo.

 

State support for digitalization of business

(Cabinet resolution #750 of July 21, 2021)

Who is affected: the Ministry of Economy, oblast state administrations, businesses, and Ukrainian citizens.

Summary of the resolution:

  • introduces a technological approach “Industry 4.0”: complex digitalization and automation of production and management processes in the real sector of the economy
  • orders the Ministry of Economy to establish regional centers for the implementation of “Industry 4.0” that will promote the introduction of innovations by businesses.

What is right: the real sector of the Ukrainian economy has not yet fully overcome the consequences of the technological underdevelopment of the Soviet Union and refashioned itself to comply with contemporary requirements, so state assistance is one of the instruments that can promote the more intense introduction of cutting-edge technologies and ideas in business.

What else: consulting and coordination support for businesses will hardly produce the expected positive results without reforming tax service, customs service, law enforcement, and judiciary, without a consistent long-term state policy on supporting business, and without the stability of the financial sector. These factors are the biggest obstacles for business, its modernization and innovativeness. That is why the network of state hubs supporting innovations in itself will have only an insignificant influence on the situation in the real sector of the economy.

 

Deployment of Ukrainian peacekeepers to the Democratic Republic of Congo

(Presidential decree #297/2021 of July 15, 2021)

Who is affected: service members of the Armed Forces and National Guard, police officers.

Background information: since 2012, contingents of the Armed Forces of Ukraine and other military/law enforcement bodies on a rotation basis participate in peacekeeping UN operations for stabilization of the situation in the Democratic Republic of Congo.

Summary of the decree: taking into account that participation in the operation is in line with the national interests and contributes to international peace and security, the President sends up to 20 service members and up to 20 national guardsmen/police officers to serve as a part of peacekeeping international force in the Democratic Republic of Congo.

What is right: Ukrainian service members get practical experience in coordinating with military units of other states as a part of multinational contingents. Participation in peacekeeping missions contributes to establishing peace and security worldwide, Ukraine maintains its reputation as a peaceful and reliable member of the international community.

 

Agreement on mutual recognition of educational documents between Ukraine and Hungary

(Cabinet resolution #802-р of July 21, 2021)

Who is affected: citizens of Ukraine and Hungary, people who studied or received degrees in these countries.

Summary of the resolution: on behalf of the Cabinet of Ministers of Ukraine, the Minister of Foreign Affairs Dmytro Kuleba is entitled to sign the agreement with the Government of Hungary on mutual recognition of educational certificates and academic credentials.

What is right:

  • the agreement will help Ukrainian citizens and other people who received a degree or studied in Ukraine to enter the employment market of Hungary and vice versa for people who studied in Hungary and want to work in Ukraine.
  • signing of the agreement signals the start of normalization in the interstate relations between Ukraine and Hungary that were strained in recent years.
