Draft bill #11162 of April 10, 2024
Cosponsors: a group of 24 MPs from the European Solidarity faction with Petro Poroshenko as the first signatory
Status: sent for review to the Committee of the Verkhovna Rada on National Security, Defense, and Intelligence
Who is affected: conscripts
Summary:
- it will be allowed to discharge to the reserve service members who were mobilized after February 24, 2022, and served continuously for at least 36 months during martial law, of which at least 18 months they were participating in combat missions
- demobilized service members will receive a 12-month deferment if they do not volunteer to continue military service.
What is right: the bill addresses the issue of demobilization of service members serving for a long time.
What is wrong: the provision about discharge after 36 months of continuous service will likely be unfeasible due to the scale of the war, the shortage of trained citizens to replenish the army ranks, and the risk of losing the most experienced service members.
Alternative solution: to minimize dissatisfaction, it is necessary to offer service members a viable and rational alternative. For example, longer vacations and rotations to less intense front areas.
Background information: the discharge of service members to the reserve was proposed in the draft bill on mobilization adopted in the first reading on February 7, 2024. However, after revision by the dedicated committee, these provisions were excluded in the final version of the bill that was adopted.
How to help the legislator: proposals concerning the draft bill can be sent to the Committee of the Verkhovna Rada of Ukraine on National Security, Defense, and Intelligence
