Decision-maker: the Cabinet 

Status: in effect since May 16, 2023 

Who is affected: the Ministry for Communities, Territories, and Infrastructure Development and persons whose property was destroyed or damaged due to the Russian aggression. 

Summary of the resolution: 

  • the Ministry for Communities, Territories, and Infrastructure Development will get almost ₴4.5 billion from the Fund for liquidating consequences of the armed aggression to finance a new budget program — providing compensation for housing damaged by Russian aggression via the eVidnovlennia (e-Recovery) public service 
  • compensation recipients will be able to use the money to either buy building materials for major repairs or restoration they will perform on their own or to order repair services and works 

What is right: it is now possible to start the process of providing compensation for damaged housing. 

What is wrong: initially, the money from the Fund for liquidating consequences of the armed aggression was to be spent on the restoration of critical infrastructure, hospitals, and schools. It is only because the resources of the state are limited, this money will be spent on compensations to restore housing. 

Additional information: the e-Recovery program was launched on May 10. People whose houses were damaged as a result of armed aggression can apply for compensation.
