- the following information will be classified as state secrets:
- information about the structure, organization, status, and protection plans of critical infrastructure facilities
- information about the accumulation of material and technical reserves for responding to crises and mitigation of their consequences at critical infrastructure facilities.
What is right:
- the bill categorizes the types of information that should be classified as state secrets according to the Law on the Protection of Critical Infrastructure.
What is wrong:
- the bill contains provisions that are inconsistent with the Law on Critical Infrastructure. According to this law, information about critical infrastructure facilities (important factories, hospitals, and transport hubs) must be open, accessible to all, and free of charge (except for limited access data). However, under the proposed draft bill, part of this information can be restricted.
Alternative solution:
- to amend the Law on State Secrets to ensure the adequate access to information concerning critical infrastructure.
