Sanctions against Russian enterprises and establishments

Residential decree #191/2023 of April 1, 2023 

Decision-maker: the President of Ukraine 

Who is affected: Ukrainian and Russian enterprises of the military-industrial complex, natural persons under sanctions, and the international community 

Summary of the decree: 

• sanctions will be imposed against 240 natural persons and 155 legal entities, including the Russian Federation Council, the Russian Ministry of Finance, the Federal Security Service, the Federal Protective Service of Russia, enterprises of the military-industrial complex, tools and electronics manufacturers from the Russian Federation and the Iranian Islamic Revolutionary Guard Corps Research and Self-Sufficiency Jihad Organization 
• the sanctions against natural persons include: the blocking of assets, prevention of capital withdrawal from Ukraine, prohibition to participate in privatization, ban on entering the territory of Ukraine, and prohibition to buy land 
• the sanctions against legal entities include: blocking of assets, complete halt of trade operations, prohibition to participate in privatization and procurements, and prohibition to transfer technologies 
• sanctions against these natural persons and legal entities are imposed for 10 years. 

What’s right: the decree makes it impossible for Russia to influence the military-industrial complex of Ukraine and the market of tools and electronics of Ukraine.
