- to facilitate statutory activities by municipal establishments and enterprises providing educational, healthcare, passenger transportation, municipal waste management, centralized water supply, or sewage services
What is right: it will be allowed to use humanitarian aid to restore destroyed and damaged production capacities of municipal enterprises.
