Draft bill #11092 of March 19, 2024

Status: sent for review to the Committee of the Verkhovna Rada of Ukraine on National Security, Defense, and Intelligence 

Who is affected: educational establishments, the Ministry of Education and Science, and the Ministry of Defense 

Summary: 

  • the term “pre-draft training” in the Law on Military Duty and Military Service will be replaced with the term “basic general military training” 
  • the concept of “basic general military training” will be introduced into law. Training will be conducted at the third (senior) level of general secondary education and provided in general secondary, vocational (technical), higher professional, and higher education establishments and other educational establishments licensed to provide educational services at the corresponding level of senior general secondary education, by teaching the subject “Defense of Ukraine” and conducting activities aimed at military and patriotic education 
  • the curriculum of the subject “Defense of Ukraine” will be jointly approved by the Ministry of Education and Science and the Ministry of Defense 
  • the following components of military education are proposed: 
    • training for students in military (naval, military sports) lyceums, lyceums with enhanced military and physical training that will include basic general military knowledge and special competencies 
    • as a part of basic secondary education, training for students of vocational, professional (technical), and higher professional educational establishments with enhanced military and physical training 
    • training for sergeants (sergeant majors) under contract as a part of higher professional military education based on senior general secondary education 
  • the list of educational establishments providing basic general military training will be expanded. The training will be organized not only in schools but also in professional (technical), higher professional, and higher education establishments and other educational establishments licensed to provide educational services at the corresponding level of senior general secondary education. 

What is right:  

  • the bill resolves contradictions in laws regarding basic military training 
  • the bill clearly provisions when and where basic military training is conducted.
