Decision-maker: the Cabinet of Ministers of Ukraine 

Who is affected: the Ministry of Veterans Affairs, combat veterans, injured service members, and families of fallen defenders 

Status: in effect since September 25, 2024 

Summary: 

  • the Ministry of Veterans Affairs will pay one-time monetary assistance for injured service members and the families of fallen defenders directly to the recipients’ bank accounts 
  • applications and documents for receiving payments can be sent to the Ministry of Veterans Affairs by mail or via Diia app, and can also be submitted at the administrative services centers 
  • the monetary assistance for families in the event of a service member’s death will amount to 750 living wages — 2,271,000 UAH. Such compensation will be given to service members who died during military service. Previously, 500 living wages (1,300,000 UAH) were paid in such cases 
  • the amount of compensation for injured service members is also increased: 
    • for group I disability — 1,210,000 UAH 
    • for group II disability — 908,000 UAH 
    • for group III disability — 757,000 UAH. 

What is right: 

  • the new application and payment procedure will speed up the receipt of the money and reduce bureaucratic red tape. Before, decisions about payments were made by an interdepartmental commission and funds were disbursed by social protection authorities 
  • the amounts of payments were increased. 

What is wrong: targeted reforms partially simplify complicated bureaucratic procedures, but they do not replace the need for a comprehensive veteran policy, memory policy, and convenient state services for defenders and their families. 

Alternative solution: to develop a consistent and effective veteran policy and minimize red tape in obtaining guaranteed state assistance.
