Who is affected: citizens of Ukraine, local self-government bodies (LSGBs), and private entrepreneurs and legal entities that provide construction and repair services 

Summary: 

  • the bill stipulates that a contract for current or capital renovation, reconstruction, restoration, or construction with the development of project documentation must contain the following data about construction materials: 
    • title and specifications 
    • unit of measurement 
    • quantity and selling price 
    • transportation cost 
    • procurement and storage costs 
  • tender participants will be required to publish documents with information about prices for materials on Prozorro (or other authorized electronic platforms) at the time of the conclusion of a contract for the renovation or construction. 

Why this is important: public disclosure of detailed information about procurement, in particular data on the cost of construction and construction materials, will be proof of transparent use of all types of international aid and assistance. Besides, such an approach will promote competition in public procurements and minimize the risk of overpricing. 

What is right: the bill will ensure the transparent use of public funds during procurement both in peacetime and during martial law.
