Summary: 

  • the functions of the Ministry for Reintegration of Temporarily Occupied Territories defined in several Cabinet resolutions (Procedure for Issuing a Registration Certificate for an Internally Displaced Person, On Some Issues Regarding the Implementation of the Law of Ukraine on Social and Legal Protection of Individuals Detained Due to Armed Aggression Against Ukraine, and Their Family Members, and On Some Issues Regarding the Compilation of a List of Territories Where Combat Actions are Conducted or Temporarily Occupied by the Russian Federation) were transferred to the Ministry for Community and Territories Development 
  • the Ministry for Community and Territories Development got the budget allocations planned for 2025 for the Ministry for Reintegration of Temporarily Occupied Territories in the government budget under the following programs: 
    • 3901050 Measures for the Social and Legal Protection of Individuals Detained Due to Armed Aggression Against Ukraine, Their Family Members, Measures for the Reintegration of the Population of Temporarily Occupied Territories, Payments of State Scholarships Named After Levko Lukianenko: 1 billion 226 million 619 thousand 200 UAH 
    • 3901090 Ensuring the Protection of the Rights and Freedoms of Citizens of Ukraine Residing in Temporarily Occupied Territories, Assistance to Citizens of Ukraine on Humanitarian Crisis Issues: 51 million 868 thousand UAH 
    • 3901100 Measures for Creating Systems and Databases on Reintegration: 39 million 316 thousand UAH. 

What is right: 

  • the Cabinet introduced regulations on issues of authority for forming and implementing state policy regarding the reintegration of temporarily occupied territories. 

Background information: 

On December 3, 2024, the Cabinet renamed the Ministry for Reintegration of Temporarily Occupied Territories of Ukraine to the Ministry of National Unity of Ukraine. 

Why this is important: reintegration of temporarily occupied territories and support for internally displaced persons is a long-term process requiring coordination and a systemic approach. After the renaming of the Ministry of Reintegration to the Ministry of Unity, it was unclear what would happen to the developed policies and who would manage the corresponding budget funds.
