Summary of the resolution:

• merges the Ministry of Infrastructure and the Ministry for Communities and Territories Development by incorporating the latter into the former
• renames the newly created ministry into the Ministry for Communities, Territories, and Infrastructure Development
• provisions that the Ministry for Communities and Territories will continue to exercise its authority until the merger is finished.

What is wrong:

• the work of both ministries will be disrupted for a long time. This will have negative consequences for the quality of governance in the time of war.
