Status: the resolution is in effect since July 11, 2023 

Who is affected: internally displaced persons from territories where active hostilities are ongoing or have taken place, or from territories temporarily occupied by Russia; persons whose housing was destroyed or became uninhabitable due to military hostilities, terrorist acts, or sabotage caused by the Russian military aggression; the Ministry of Finance, the Ministry of Social Policy, and the National Social Service Agency. 

Summary of the resolution: 

  • from August 1, 2023, the state rental assistance for IDPs, as well as for persons whose housing was ruined or rendered uninhabitable due to military hostilities, terrorist acts, or sabotage caused by the Russian military aggression, is automatically extended for additional 6 months 
  • upon their first request for help, a family is allocated assistance for six months, to be paid monthly. Each person receives the following amounts: ₴3000 for people with disabilities and children, and ₴2000 for others 
  • assistance will not be provided for individuals who: 
    • have been abroad for more than 30 consecutive calendar days 
    • are serving a sentence in correctional facilities 
    • have been convicted of crimes against national security 
    • returned to their previous place of residence in territories that are included in the list of territories for which there are no defined dates 
    • the dates of completion of military operations or temporary occupation have not been defined 
    • returned to their previous places of residence in territories that are included in the list of territories with no defined dates for the confirmed end of military hostilities or end of the temporary occupation 
  • from September 1, 2023, the assistance will be no longer provided for IDPs if the results of the verification established that: 
    • the IDP purchased a vehicle less than five years old 
    • the IDP spent over ₴100,000 buying a land plot, housing, real estate, securities, virtual assets, other long-term use goods (except building materials if the person’s housing is damaged/destroyed, and cars) or any services (except construction, medical, educational, or communal services) 
    • the IDP has a deposit on their bank account exceeding ₴100,000 total 
    • the IDP purchased foreign currency (cashless and/or cash) or banking metals for a total amount exceeding ₴100,000 
    • the IDP owns residential premises/a part of residential premises located on territories that are not temporarily occupied and where no active military hostilities are ongoing 
    • the IDP was and after displacement still is fully dependent on state support in facilities such as children’s homes, psychoneurological institutions, nursing homes, or special boarding houses operated by social services 
    • the IDP was and after displacement still is fully dependent on state support in facilities such as boarding schools or specialized military (military and sports) educational establishments. 

What is right: 

  • the government continues to provide assistance to internally displaced persons 
  • the verification procedure for those applying for assistance will prevent government funds from being allocated to individuals who do not genuinely require it.
