Status: in effect since April 3, 2024 

Who is affected: male students aged 18 to 22, the State Border Guard Service, the Ministry of Education and Science, and higher education establishments of Ukraine 

Summary: 

  • male students aged 18 to 22 are allowed to go abroad if they are: 
    • full-time students at state or municipal higher education establishments of Ukraine 
    • getting a bachelor’s degree (or a master’s degree in medical, pharmaceutical, or veterinary disciplines) 
    • participants of educational academic mobility programs and are heading to study at foreign educational establishments 
  • to leave the country, a student is required to have: 
    • a certificate from the university regarding being sent to study at a foreign educational establishment. The document must specify the basis for cooperation, the duration of the study semester abroad, confirmation of the absence of failing grades or retaken exams during the last two semesters, as well as confirmation of proficiency in the language of instruction at the foreign educational establishment 
    • a copy of the academic mobility agreement certified by the Ukrainian educational establishment 
    • a student (pupil) e-ticket, verified via the DIIA portal using an electronic device by scanning or entering a unique electronic identifier 
    • a military ID or an ID of a person subject to military service with the required marks and stamps 
  • students participating in educational academic mobility programs can continuously stay abroad for no longer than the duration of the academic semester. 

What is right: the resolution restored the opportunity for all students to participate in academic mobility programs and study abroad 

Background information: due to military aggression by the Russian Federation on February 24, 2022, martial law was introduced, which, among other things, prohibits men aged 18 to 60 from leaving the country. On February 6, the President approved the extension of general mobilization in Ukraine and martial law until May 13, 2024.
