Who is affected: the Ministry of Environmental Protection and Natural Resources, local governments and residents of the Petrivska rural community, the Cabinet of Ministers, and Viktor Yanukovych.
Summary of the bill:
- a park monument of national importance Mezhyhirya Residence will be created on an area of 138.6 hectares in the Vyshhorod district of Kyiv oblast
- a special park administration unit will be created by the Ministry of Environmental Protection and Natural Resources. The Ministry will also prepare and approve the normative documents for the unit
- the Cabinet of Ministers will annually allocate funding for the maintenance of Mezhyhirya Residence from the government budget.
Why this is important:
- Mezhyhirya is the residence of former President Viktor Yanukovych which, after the Revolution of Dignity, became vivid proof of the corruption and extravagance of the political establishment of that time. The status of Mezhyhirya remains undecided since 2014
- status of a park monument is granted to most valuable parks: they are protected and used for aesthetic, educational, scientific, environmental, and recreational purposes.
What is right:
- the status of Mezhyhirya will be finally defined. Considering that the bill was sponsored by the Cabinet of Ministers, the state has a clear idea of how to use the residence
- the profit that will be received from tourism and other economic activities on the territory of Mezhyhirya will bring revenue for the government budget.
