Who is affected: service members who are serving or studying in military educational establishments, training units (centers), or military units, and their family members. 

Summary of the bill: 

  • service members who suffered injuries, concussions, disfigurement, or diseases while in military service or studying in military educational establishments, training units (centers), or military units that were hit by rocket, artillery, or aviation attacks will be recognized as persons with disabilities caused by war 
  • families of the deceased Defenders of Ukraine will be recognized as families of service members who died as a result of injury, concussion, disfigurement, trauma, or disease while in military service or studying in military educational establishments, training units (centers), military units that were hit by rocket, artillery, or aviation attacks 
  • all social security guarantees entitled to the defenders also apply to these service members and their family members. 

What is right: the bill addresses the issue currently not regulated by laws regarding the social protection of service members who are studying in military educational establishments, training centers, and military units and suffered from Russian aggression. 

Background information: in March 2022, Russia launched 30 missiles at the International Peacekeeping and Security Center in the village of Starychi, Yavoriv raion, resulting in 35 deaths. Russia has repeatedly inflicted missile strikes on the 169th Training Center Desna.
