Who is affected: internally displaced persons (4 million 965 thousand people), the National Social Service, Ministry of Social Policy, Pension Fund, State Employment Center, and State Tax Service
Summary:
- housing assistance payments for IDPs who had been receiving them before February 1 will be automatically extended until March 1 (no additional application required)
- applications for further assistance payments can be submitted from February 1
- IDPs who are eligible for financial assistance and apply for it during February or March will start receiving payments from March 1, 2024
- the Ministry of Social Policy, in cooperation with the Pension Fund, the State Employment Center, and the State Tax Service has to cross-verify information in the Unified Social Sector Information System with data in the corresponding registers
- assistance payments for an IDP will be terminated the month following the verification of the fact that the IDP’s accommodation was restored or that they acquired permanent or temporary housing (does not apply to orphans and children deprived of parental care)
- assistance payments will be extended automatically for another six months for:
- persons who have lost their ability to work, particularly those who reached retirement age
- people with disabilities of group I or II, children under 18 with a disability or suffering from serious illnesses (if their disease is on the official list)
- orphans and children deprived of parental care of the age up to 23, particularly those who stay in children’s family-type homes and foster families, as well as foster parents
- the right to state assistance will be granted to the following categories of citizens if they apply for it in February and their combined income per recipient does not exceed 9,444 UAH per month:
- families where there is an unemployed physically capable person caring for a child under 14, or three or more children under 18, all living in the family and not being raised in boarding schools, and:
- the family resides in active or potential combat zones
- the family resides in a community that cannot provide for their children a place at an educational establishment or only online learning is available
- families where there is an unemployed physically capable person caring for a child under 14, or three or more children under 18, all living in the family and not being raised in boarding schools, and:
- the following families are also eligible for assistance if one of the family members:
- is an unemployed person who is registered at the employment center as unemployed or job-seeking
- if a family includes children attending kindergarten or school, and/or children studying at colleges or universities
- takes permanent care for a person with disability of category I, a child with disability or a seriously ill child, a person with disability of category I or II due to a mental disorder, or a person who has reached the age of 80
- is a physically capable person who got a job, registered as a private entrepreneur, started their business activities, received a grant for economic self-sufficiency or a microgrant for creating or developing their own business, or received a tuition voucher, and has children under 14 in the family
- the right to financial assistance for 6 months will also be granted regardless of the level of income to:
- minor children who arrived unaccompanied by parents
- pregnant women after the 30th week of pregnancy
- persons who lost their ability to work but do not have the right to a pension and/or receive state social security assistance
- if a physically capable displaced person did not find employment and does not receive assistance, they can apply for state social security assistance for low-income families
- assistance is not extended and not granted to those in temporarily occupied territories
- if a displaced person returns to their abandoned place of residence and loses their IDP status but then has to move out again, they can reapply for assistance. The same applies to those who received assistance and refused it later.
What is right:
- the Cabinet continues working on social protection for internally displaced persons
- people who moved from temporarily occupied territories will be gradually integrated into their new communities
- unemployed physically capable IDPs will be more motivated to get a job.
