Who is affected: persons with disabilities, medical social expertise commissions (MSECs), and the Cabinet of Ministers 

Summary: 

  • the bill proposes to apply the criteria of pension allocation on par with military personnel for the following categories of citizens: 
    • disability pension — to persons with disabilities caused by injuries, concussions, trauma, or diseases obtained during combat operations, during martial law, or during self-defense while performing tasks related to martial law 
    • in case of loss of breadwinner — to family members of individuals who were killed in action (went missing), or died due to injuries, concussions, mutilations, or diseases that they had suffered during combat operations 
  • the right to early retirement due to age will be granted to: 
    • individuals who participated in the defense of Ukraine from February 24 to March 25, 2022, according to the Law on Ensuring Civilian Participation in the Defense of Ukraine or as part of volunteer units in cooperation with the Armed Forces of Ukraine, Ministry of Internal Affairs, State Border Guard Service, Security Service, or National Guard 
    • for individuals with disabilities caused by injuries, concussions, mutilations, or diseases obtained during direct participation in combat operations 
    • for family members of individuals who were killed in action (went missing), or died due to injuries, concussions, mutilations, or diseases that they had suffered during direct participation in the defense of Ukraine. 

What is right: the bill will strengthen social security for war veterans and family members of fallen defenders of Ukraine, in particular by ensuring they receive adequate pensions.
