
The Cabinet allocated government funding for the restoration of infrastructure in Kherson oblast and made a decision to accept additional financing from the International Bank for Reconstruction and Development. Meanwhile, MPs want to allow early rank advancement for service members (twice during their career).

Summary of the ordinance:
- allocates ₴100 mln from the Reserve Fund of the Government Budget to the Kherson oblast military administration
- the funding will be provided for the following:
- restoration of the damaged objects, procurement of building materials and equipment necessary for the restoration, major and regular repairs
- deconstruction of the destroyed buildings.
What is right: additional funding will help to prevent a humanitarian crisis in the region and restore part of the destroyed critical infrastructure of the region.

Who is affected: officers of the Armed Forces of Ukraine
Summary of the bill: under martial law, service members will be able to get their next rank early (but only twice during their career). The second early promotion will be allowed no earlier than 6 months after the first one.
What is right:
- officers who distinguished themselves in battle will be properly rewarded
- service members will be more motivated to serve diligently and prepare for officers with the option of early promotion
- the problem with the shortage of officers will be partially mitigated.
Additional financing from the International Bank for Reconstruction and Development to ensure stable governance

Who is affected: government bodies of Ukraine, the International Bank for Reconstruction and Development, and the International Development Association
Summary of the ordinance: the Cabinet decided to accept additional financing of $4.5 bln from the International Bank for Reconstruction and Development and the International Development Association. The aim of this additional financing is to ensure stable governance in Ukraine during the war. It will be used for providing pensions, social payments, and medical services.
What is right: considering the economic decline caused by the war, it is necessary to attract international financial assistance. This funding will allow to maintain stable work of the state in the face of hard economic, political, and military circumstances.
