Summary:
- civil servants will be eligible to receive additional payment for extra work related to grants or assistance programs from the European Union, other countries, or international organizations. This payment cannot exceed 50% of the average salary of the employee receiving the payment
- the additional payment is provided upon the submission from the civil servant’s supervisor
- the source of additional payment will be funds from assistance programs and grants from the EU, other countries, and international organizations. These funds are transferred to the local budget, and from the local budget they can be allocated to reward civil servants.
What is right: ensuring proper remuneration will reduce the outflow of qualified personnel from the public service and motivate civil servants to work more efficiently. Additionally, the bonus payment can encourage them to participate more actively in projects funded by international organizations. Since the funds for additional payments will come from donors, this will ensure financial transparency and control over expenditures.
