What is wrong: the nature of relations between the SSU and the Cabinet of Ministers remains unregulated, as according to the content of its powers, the SSU is an executive body but is de jure subordinate to the President. This will hinder the practical implementation of the power to initiate legal acts in cases where there are political disagreements between the President and the Prime Minister.
