Summary:
- the Registry of damage caused by Russian aggression against Ukraine will be created
- evidence and information relating to claims for compensation for damages, costs, or harm inflicted on the territory of Ukraine from February 24, 2022, will be documented
- affected individuals, legal entities, and the state of Ukraine will be able to submit applications about damage.

- the bill is the first step towards the introduction of the International compensation mechanism
- individuals, legal entities, and government bodies will be able to claim compensation for damage
- damage, losses, and harm caused by Russian aggression will be documented.

- decision by the Committee of Ministers of the Council of Europe on the consequences of Russian aggression against Ukraine
- resolution by the General Assembly of the United Nations on Furtherance of remedy and reparation for aggression against Ukraine
- decision by the Committee of Ministers of the Council of Europe on Setting up an Enlarged Partial Agreement on the Registry of Damage caused by the aggression of the Russian Federation against Ukraine
