Redistribution of authority in the energy efficiency sector

Decision-maker: the Cabinet of Ministers of Ukraine 

Who is affected: the Ministry of Energy, the Ministry for the Development of Communities, Territories, and Infrastructure, inhabitants of Ukraine, local governments, and housing cooperatives. 

Summary of the resolution: 

• the Ministry for the Development of Communities, Territories, and Infrastructure will take over the authority of the Ministry of Energy to define and implement the state policy on efficient energy use 

• the Ministry of Energy will retain the powers concerning renewable energy sources and alternative gas fuels. 

What is wrong: 

• the balance of powers within the energy sector will be disturbed due to the transfer of powers from the Ministry of Energy to the Ministry for the Development of Communities, Territories, and Infrastructure 
• the newly-merged Ministry for the Development of Communities, Territories, and Infrastructure concentrates too many powers. Such concentration facilitates risks of abuse and corruption.
