Who is affected: UN diplomats, international partners, Ukraine, members of parliamentary assemblies of the Council of Europe, NATO, OSCE, GUAM, the Cabinet of Ministers of Ukraine, the Ministry of Foreign Affairs, and service members of the Armed Forces of Ukraine and other military units 

Summary of the resolution: 

  • the Republic of Belarus will be recognized as an aggressor state and the Cabinet of Ministers will be urged to immediately sever diplomatic relations with it 
  • the Parliament will call on international partners to recognize Belarus as an aggressor state, to increase pressure on it, including the imposition of sanctions, and to provide Ukraine with the necessary military assistance 
  • the resolution affirms that the Republic of Belarus allows using its territory, airspace, and infrastructure for facilitating invasion into the territory of Ukraine. In particular: 
    • to station missile units and units of the space forces of Russia 
    • to strike the territory of Ukraine, including strikes against civilian infrastructure 
    • to facilitate the penetration of sabotage groups into the territory of Ukraine, including those consisting of the military of the Republic of Belarus 
    • to station, i.e., providing lodging, food, medical services, and repairs of equipment for the Russian military. 

What is right: due assessment of the role of the Republic of Belarus in Russia’s war against Ukraine. 

What is wrong: 

  • the draft resolution is not coordinated with the Cabinet of Ministers or the Ministry of Foreign Affairs and contradicts the current government policy on diplomatic relations with the Republic of Belarus, which is aimed at reducing the risks of the entry of armed forces, special services, and intelligence agencies of the Republic of Belarus into the war against Ukraine 
  • does not take into account the actual state of affairs in the Republic of Belarus: the creation of the so-called “Union State”, the suppression of protest movements, and the likely occupation of the country’s territory by Russian troops. 

Alternative solution: to withdraw the draft resolution.
