Presidential decree #17/2024 of January 22, 2024 

Status: in effect since January 22, 2024 

Who is affected: Ukrainians living on the territory of the Russian Federation, the Cabinet of Ministers of Ukraine, and the National Academy of Sciences of Ukraine. 

Summary: 

  • the Cabinet of Ministers will develop and submit for consideration to the National Security and Defense Council of Ukraine an action plan for preserving the national identity of Ukrainians in the Russian Federation, including the ones on lands historically populated by Ukrainians (Kuban, Starodubshchyna, Northern and Eastern Sloboda Ukraine in Krasnodar Krai, Belgorod, Bryansk, Voronezh, Kursk, and Rostov oblasts of the Russian Federation). 
  • the Cabinet of Ministers should also: 
  • collect and study information about crimes against Ukrainians in Russia, the policy of forced Russification, political persecutions and deportations of Ukrainians, as well as establish a center for studying these issues 
  • intensify the work to counteract disinformation and propaganda of the Russian Federation regarding the history and life of Ukrainians in Russia today 
  • establish and maintain the connection between Ukrainians and the oppressed peoples in Russia 
  • in cooperation with the National Academy of Sciences of Ukraine, ensure the preparation and dissemination of materials on the history of Ukrainian state-building 
  • ensure that educational curricula cover the true history of ethnic Ukrainians on the lands historically populated by them within the Russian Federation. 

What is right: 

  • the decree lays the foundation for considering Ukrainian origin in future relations with the citizens of the aggressor state 
  • helps to restore the Ukrainian identity of some citizens of the Russian Federation 
  • will contribute to the weakening of the Russian imperial myth 
  • will intensify the fight against the propaganda of the Russian Federation.
