Who is affected: Ukrainian citizens who live in combat zones or in the territories temporarily occupied by the Russian Federation; the State Migration Service
Summary:
- a person who lives in a combat zone area or in a territory temporarily occupied by the Russian Federation will be allowed to apply for a temporary citizenship certificate without being present in person
- the State Migration Service issues a temporary certificate in response to the application submitted by:
- one of the parents (adoptive parents), guardians, custodians, or other legal representatives of the applicant
- a spouse, an adult child, or grandchild
- a full-sibling or half-sibling
- in response to an official appeal from the Ministry of Reintegration
- to issue a temporary citizenship certificate without the applicant’s presence, it is required to submit:
- a written application with information about the person on whose behalf the temporary certificate is being drawn up
- a birth certificate or certificate of birth registration (electronic form is also acceptable)
- a document verifying the identity of the representative
- a color photograph of the person.
What is right: the decree simplified and improved the mechanism for processing documents for Ukrainian citizens living in the territories temporarily occupied by Russia.
