Summary:
- service members will be obliged to adhere to conflict of interest prevention and resolution rules, as well as anti-corruption restrictions:
- service members will be prohibited from using their position and official powers for personal gain or the benefit of third parties. They will not be allowed to use state or municipal property or funds for fulfilling private needs
- they will not be allowed to accept gifts with a value exceeding 3,028 UAH (except for those that align with generally accepted notions of hospitality or received from close relatives)
- it will not be allowed to combine service with other types of activities
- it will not be allowed to disclose or use information that became known during service for personal interests
- it will not be allowed to represent the interests of any person in matters where the Armed Forces of Ukraine, the State Special Communications and Information Protection Service, MSEC, or a military medical commission are the other party within a year after service termination
- the bill prohibits service members from working together with relatives
- provisions of anti-corruption legislation will apply to officials of:
- the Armed Forces of Ukraine
- lawfully established military units
- the State Special Communications and Information Protection Service of Ukraine
- service members who are heads or members of MSEC, heads, deputies, members, or secretaries of ad hoc permanent military medical commissions or air force medical commissions.
What is right: corruption undermines the readiness of the military, leads to inefficient resource use, and can cost the lives of service members. The draft bill will minimize these risks.
Background information: the Cabinet approved the State Anti-Corruption Program for the Years 2023-2025 in March 2023. This document outlines clear steps that each state body must take in the fight against corruption.
