Summary:
- doubles the fine for parking in spaces designated for vehicles driven by persons with disabilities or for transporting such individuals
- the fine will be from 2040 UAH to 3400 UAH (currently — from 1020 UAH to 1700 UAH).
What is right: the bill will help to guarantee the availability of parking spaces for those who actually need them, rather than for those who simply want to park closer to the entrance of a building. Increased fines will encourage responsible behavior towards the rights of people with disabilities.
What is wrong: besides parking issues, people with disabilities often face inaccessibility of sidewalks, crossings, buildings, and public transport. Fines do not address inclusion issues comprehensively.
Alternative solution: to develop and implement comprehensive urban planning measures to make it easier for people with disabilities and other mobility-impaired groups to navigate the streets.
