Draft resolution #11094 of March 19, 2024

Who is affected: citizens of Ukraine who reside in the temporarily occupied territories and law enforcement agencies 

Summary: the Verkhovna Rada of Ukraine will call on the parliaments and governments of foreign states, international organizations, and parliamentary assemblies to: 

  • condemn the illegal conduct of the “presidential election” by the Russian Federation on the temporarily occupied territory of Ukraine 
  • not recognize the results of the “presidential election” 2024 in Russia as not meeting the requirements of international election standards 
  • not recognize the legitimacy of Vladimir Putin, avoid official contact with him due to the issuance of an arrest warrant by the International Criminal Court, and recognize him as an illegitimate president 
  • apply special personal economic and other sanctions to officials and citizens of the Russian Federation involved in the organization of the “presidential election” on the temporarily occupied territory of Ukraine, including “international observers” who were on this territory in violation of Ukrainian legislation 
  • assist law enforcement agencies of Ukraine in investigating crimes and bringing to criminal responsibility officials of the Russian Federation involved in the conduct of the “presidential election” on the temporarily occupied territory of Ukraine 
  • increase sanctions against the Russian Federation as a state, including closing access to the latest technologies and dual-use goods, as well as increase pressure on accomplices of the armed aggression against Ukraine 
  • continue to provide necessary military assistance to Ukraine 
  • actively participate in the implementation of the Ukrainian peace formula 
  • remove the Russian Federation from the permanent members of the UN Security Council. 

What is right: 

  • the resolution will be an appropriate political reaction and assessment of the “presidential election” in Russia and their conduct on the temporarily occupied territories of Ukraine 
  • MPs emphasize the need for the implementation of the Ukrainian peace formula 
  • the resolution could help to put more sanction pressure against the aggressor state and its allies 

Background information: on March 14, 2024, the heads of foreign affairs committees of the parliaments of Latvia, Lithuania, Estonia, Luxembourg, Denmark, Czech Republic, Romania, Ireland, Germany, Italy, Moldova, Spain, United Kingdom, Israel, Belgium, Canada, USA, and Ukraine issued a statement regarding the “presidential election” in Russia of March 15-17, 2024, in which they expressed their support for the independence, sovereignty, and territorial integrity of Ukraine.
