Who is affected: the Ministry of Defense, the Ministry of Health, service members, and medics 

Summary: 

the Ministry of Defense: 

  • based on NATO standards and/or standards approved by individual NATO member states for security and defense forces, will approve: 
    • clinical protocols 
    • equipment and technical supply tables 
    • standards for providing pre-medical and medical aid at the pre-hospital level during combat operations and during the preparation of security and defense forces 
  • will define the procedure for compliance with these standards and oversee how this procedure is applied 
  • with the consent of the Ministry of Health, will approve the list and minimum requirements and/or quality standards for specialized medical products used by service members during combat operations. 

What is right:  

  • the bill will facilitate the integration of Ukraine into NATO 
  • the quality of pre-medical and medical assistance for security and defense forces will be increased. 

What is wrong: the state has limited resources for implementing the proposed standards. 

Alternative solution: to provision where the additional funding will be acquired during the implementation of the bill.
