Summary:
- the Apparatus of the Verkhovna Rada will ensure access of accredited media representatives to the parliament building on the days of the plenary sessions
- security will issue one-time passes to media representatives that will be returned at the end of the working day
- the total number of media representatives on the day of a plenary session will be up to 150 people.
What is right:
- the bill will help to increase public awareness and transparency of the Parliament’s work.
What is wrong:
- the procedure for publication of materials received by media representatives during plenary sessions is not defined
- changes proposed by the bill are not enough to ensure the transparency of the Parliament’s work. It is still necessary to renew access to information on the websites of the Parliament and its committees.
Background information: on September 6, 2022, the Verkhovna Rada adopted the Resolution on Some Issues Regarding the Coverage of the Work of the Verkhovna Rada of Ukraine of the Ninth Convocation Under Martial Law. It prohibits live broadcasts of plenary sessions on the Rada TV Channel and requires the parliamentary leadership’s and MPs’ briefings to be recorded outside of the main building of the Parliament.
