Who is affected: citizens of Ukraine whose property was destroyed or damaged due to the Russian aggression; citizens of Ukraine who received housing certificates
Summary:
- it will be allowed to transfer (for money or as a gift) the ownership of the real property purchased using housing certificates to third parties. Under current regulations, such transactions are prohibited for 5 years
- recipients of compensation for destroyed housing will be allowed to mortgage housing received as compensation
- recipients of compensation for destroyed housing will be allowed to attract credit funds and a mortgage under the state yeOselia (e-Housing) program to cover the difference in the cost of housing, which is bought at the expense of housing certificates.
What is right:
- permission to attract credit funds to pay for the difference in the value of housing bought with a housing certificate will reduce the financial burden for the recipients of compensation and provide them with more options for meeting housing needs
- legal grounds will be established for the recipients of compensation to mortgage the property bought with housing certificates and thus secure their liabilities using the real property.
Background information: on February 23, 2023, the Verkhovna Rada passed a law on compensation for lost housing.
