Who is affected: elderly and disabled individuals among IDPs, the Ministry of Social Policy, and the National Social Service 

Summary: 

  • establishes the Ministry of Social Policy as the coordinator of the experimental project 
  • the experimental project is implemented using state budget funds and other non-prohibited sources 
  • the project applies to capable IDPs of elderly age, and IDPs with disabilities who relocated due to war or occupation, or whose housing has been destroyed or damaged by enemy attacks 
  • social service providers include legal entities and individual entrepreneurs registered under the section Social Service Providers of the registry, who offer residential care or supported living services 
  • social service providers must meet specific quality standards, which will be verified by the NSS 
  • budget funds within the experiment will be deposited into special accounts of service recipients, which can only be used for care services 
  • to receive care, a person in need must submit the application to the nearest NSS branch where they reside. Specialists will then assess the situation and determine the necessary assistance. The results will be documented in a report 
  • based on this report, the selected social service provider will create an individual assistance plan. Once created, a contract will be signed outlining the specific assistance and conditions to be provided 
  • the Ministry of Social Policy will set the maximum cost of these services  
  • recipients and providers of social services may agree to provide services for an amount exceeding the limit defined by the state — the difference can be covered by the recipient or third parties. 

What is right: the bill will enhance the quality of social services and increase the efficiency of budget spending.
