Draft bill #10358 of December 18, 2023
Cosponsors: MP Oleksii Honcharenko, the European Solidarity faction
Status: sent for review to the Committee on National Security, Defense, and Intelligence
Who is affected: contracted service members and the Armed Forces of Ukraine
Summary:
- the bill defines the term of military service under a contract during a state of war: no more than 18 months from the date of the conclusion of the first contract or the extension of a new contract if the service member does not want to continue military service
- contracted service members will have the right to discharge if they have served at least 18 months after the end of the contract, but no later than three months from the date of submission of a report on dismissal from military service.
What is right: the bill grants the right to discharge for contracted service members.
What is wrong: without a strategic solution regarding mobilization and demobilization, such a decision may decrease Ukraine’s defense capabilities.
Alternative solution: political and military leadership should work out joint solutions on such sensitive issues as mobilization and demobilization.
Additional information: lately, a law has been passed introducing additional grounds for discharge from military service.
