Who is affected: residents of Ukraine and members of families of fallen heroes 

Status: the bill was submitted to the Verkhovna Rada 

Summary of the bill: 

  • state and municipal land plots will be allocated for the establishment of the National Military Memorial Cemetery on Brovarskyi Avenue in the Dnipro district of Kyiv city 
  • urban-planning restrictions and regulations for land use will not be mandatory for the design of the Cemetery 
  • it will be allowed to rebury the heroes of Ukraine awarded with the Gold Star Order (since 2014) on the National Military Memorial Cemetery. The same applies to the outstanding fighters for the independence of Ukraine in the 20th century (decisions and the procedure for such reburials will be made by the Cabinet of Ministers of Ukraine) 
  • the state institution National Military Memorial Cemetery will be created under the Ministry of Veteran Affairs. It will commission the design and construction of the cemetery and will be responsible for its maintenance and preservation after the cemetery is built. 

What is right: 

  • there will be less red tape for establishing a national military memorial cemetery 
  • the memory of the fallen heroes of the Ukrainian-Russian war and the fighters for the freedom of Ukraine in the 20th century will be properly commemorated.
