Who is affected: SSU, Armed Forces of Ukraine, intelligence agencies, Foreign Intelligence Service, State Transport Special Service, State Border Guard Service, National Security and Defense Council, Ministry of Defense, Ministry of Internal Affairs, Ministry of Strategic Industries, local state administrations, military and civil-military administrations, and Human Rights Commissioner of the Verkhovna Rada
Summary:
- restrictions for the candidates for the following positions will be imposed:
- employees of intelligence agencies
- Head of the Security Service of Ukraine
- SSU employees
- employees of the Foreign Intelligence Service
- military officials
- military personnel of the State Security Department
- Minister of Defense and their deputies
- Commander-in-Chief of the Armed Forces of Ukraine
- Head of the State Transport Special Service and their deputies
- Head of the State Border Service and their deputies
- Minister of Internal Affairs and their deputies
- Minister of Strategic Industries and their deputies
- heads of local state administrations
- heads of military administrations
- leaders of civil-military administrations
- Secretary and members of the National Security and Defense Council
- Prime Minister
- Human Rights Commissioner of the Verkhovna Rada
- the following individuals will not be allowed to take the positions listed above:
- the leadership of the Communist Party of the Soviet Union, Ukraine, and other union republics and the Central Committee of the Komsomol
- full-time employees or covert agents of the KGB, Main Intelligence Directorate of the Ministry of Defense of the USSR, and graduates of the higher educational institutions of the KGB
- persons who studied, worked, or underwent advanced training courses at the higher military educational institutions of the KGB system, intelligence agencies of the USSR, FSB of the Russian Federation, and foreign intelligence service of the Russian Federation
- these restrictions can be applied to a person repeatedly
- it will be no longer possible for high-ranking officers holding positions in the Ministry of Defense, the Armed Forces, the State Border Guard Service, the National Guard, and other military units to avoid lustration. Currently, they can avoid it if the President accepts a petition that their appointment and service is necessary to ensure the defense capabilities of the state
- the persons in question will not be allowed to access state secrets.
What is right:
- the bill will help to decrease Russia’s influence in the security and defense sectors
- the bill will allow to clear government bodies of people who have close ties with Russia.
