Initiators: 13 members of parliament from the “Servant of the People,” “European Solidarity,” and “Batkivshchyna” factions, led by Pavlo Frolov.

Who is affected: internally displaced persons; local self-government bodies and military administrations; legal entities founded by the state or a community; the State Property Fund of Ukraine; donors and partners.

Summary:

  • proposes temporarily, until January 1, 2028, to lift the legal prohibition that currently prevents communities and the state from leasing out buildings or dormitories to accommodate IDPs;
  • allows communities to transfer an entire building or dormitory to an organization that accommodates IDPs in it, for a minimal fee.

What is right:

The draft law resolves a legal conflict unintentionally created by the Law “On the Basic Principles of Housing Policy,” which removed the housing stock from the scope of the law on the lease of state property. The State Property Fund interpreted this as a complete prohibition on leasing such facilities, which in turn halted specific projects that already have donor funding, the consent of the balance holders, and the readiness of communities.
