Who is affected: National Police and Ministry of Internal Affairs 

Summary: 

  • the list of integrity criteria for police officers will be defined by the Ministry of Internal Affairs 
  • mandatory competition for positions in the National Police will be introduced: 
    • for individuals accepted for police service for the first time with assignment to junior positions 
    • for candidates applying for management positions defined in the list approved by the Ministry of Internal Affairs 
  • during the attestation of police officers who hold management positions, their management skills will be evaluated by attestation commissions using the electronic personnel management system. The results of this evaluation will be published on the official website of the respective police bodies. They will be also taken into account when making management personnel decisions 
  • at least 25% of the members of the attestation commissions will be representatives of the civil society 
  • it will be possible to relieve police officers from service and dismiss them from police by orders from higher management authorized to dismiss police personnel in cases of: 
    • death of the police officer (based on a death certificate) 
    • a court ruling that declares the police officer missing or deceased (based on a corresponding court decision that has entered into legal force) 
    • if restrictions and prohibitions that apply to police service do not allow the officer to continue their employment. 

What is right: the bill implements a part of the Anti-Corruption Program concerning the transparency and efficiency of job competitions for management positions in the National Police.
