Who is affected: territorial communities 

Summary: 

  • territories designated for reconstruction include communities that meet at least one of the following criteria: 
    • combat operations took place in the community territory 
    • the community was completely or partially occupied 
    • due to combat operations and/or shelling, there is destroyed housing or critical and social infrastructure in the community 
    • there is a sharp decline in the level of social and economic development in the community and a significant outflow of the population to other regions or countries is happening 
  • indicators proving that the population outflow is significant include: 
    • the number of people who left the community and registered as internally displaced persons exceeds 10% of the total population as of January 1, 2022 
    • the amount of tax revenue to the general fund of the local budget for the previous year compared to 2021 has decreased by more than 30%. 

What is right: the resolution updated the criteria required for classifying territorial communities affected by the armed aggression of the Russian Federation as territories designated for reconstruction. This will help plan optimal support for communities and regions.
