Who is affected: service members and family members of the deceased service members
Summary: the title of Hero of Ukraine will be granted to every citizen who directly participated in combat actions while martial law was declared and died (passed away):
- while in service
- as a result of a disease related to military service
- within a year after the termination or cancellation of martial law, if the death occurred as a result of injury, shell shock, maiming, or disease related to military service.
What is right:
- there will be no need for individual appeals to the President to grant a deceased service member the title of Hero of Ukraine
- all defenders of Ukraine who died as a result of the full-scale Russian invasion will be treated equally.
What is wrong:
- the title of Hero of Ukraine supposed to be granted for significant heroic deeds. It will be undervalued since the title will be conferred to all deceased service members
- the implementation of the bill will require a significant additional amount of funding from the government budget.
