Draft bill #10171 of October 20, 2023

Sponsor: MP Oleksandr Dubinskyi, independent

Status: sent for review to the dedicated parliamentary committee

Who is affected: service members and family members of the deceased service members

Summary: the title of Hero of Ukraine will be granted to every citizen who directly participated in combat actions while martial law was declared and died (passed away):

  • while in service
  • as a result of a disease related to military service
  • within a year after the termination or cancellation of martial law, if the death occurred as a result of injury, shell shock, maiming, or disease related to military service.

What is right:

  • there will be no need for individual appeals to the President to grant a deceased service member the title of Hero of Ukraine
  • all defenders of Ukraine who died as a result of the full-scale Russian invasion will be treated equally.

What is wrong:

  • the title of Hero of Ukraine supposed to be granted for significant heroic deeds. It will be undervalued since the title will be conferred to all deceased service members
  • the implementation of the bill will require a significant additional amount of funding from the government budget.
