Who is affected: prosecutors who conduct or participate in investigative or other procedural actions in criminal proceedings in combat zones. 

Summary of the bill: 

  • prosecutors who directly conduct or participate in investigative or other procedural actions in criminal proceedings in combat zones will receive financial bonuses 
  • the amount of the bonus will be up to 50 percent of the base salary proportionally to the time spent in combat zones, as determined by the Prosecutor General 
  • one-time financial assistance will be paid in case of death, disability, or partial disability as a result of injury (concussion, trauma, or mutilation) while participating in a criminal proceeding in a military (combat) zone. 

What is wrong: 

  • the bill will result in an increase in social inequality. It is inappropriate to apply the same standards to salaries for prosecutors, service members, and law enforcement officers. Bonuses for service members and law enforcement officers are paid not for staying in the combat zone but for performing combat tasks. For example, payments for civil servants and local self-government officials who operate in areas of military operations are not introduced. 
  • the bill may result in “bonus” tourism, where prosecutors from all over the country will travel for investigative actions in combat zones to receive a bigger salary.
