Who is affected: entrepreneurs, the Ministry of Economy, Ministry of Education and Science, Ministry of Justice, and Ministry of Digital Transformation
Summary:
- the Cabinet launched an experimental project: the Unified State Electronic System of Permit Documents (e-Permit)
- entrepreneurs will be able to use the Diia application to:
- submit applications and documents to obtain, renew, suspend, or cancel a license, or to expand or narrow business activities
- update documents and information attached to the application
- create and submit declarations of compliance of the material and technical base with labor protection laws
- receive information on the status or results of the reviews of electronic document
- pay for administrative services
- file complaints against actions (or inaction) of the licensing authority
- applications and documents will be verified automatically. Based on the verification results, the system will determine if all the required information has been provided. If so, registration will proceed automatically. If the information provided is insufficient, the system will request the required documents from the relevant state bodies. The other option is for the licensing authority to check if the applicant has met all the requirements. The decision will be provided to the applicant within 10 days
- the first stage of the experimental project will offer the following services:
- license for tour operator activities
- license for veterinary practice
- license for production, import, export, wholesale and retail sale, storage, transportation, and destruction of narcotic drugs, psychotropic substances, and precursors
- license for pedagogical preparation of children for school
- declaration of compliance of the material and technical base with labor protection laws.
What is right: the resolution introduced clear rules with minimum red tape. This will improve the business environment in Ukraine.
