Summary:
- the list of persons eligible to receive secondary legal aid (assistance in court proceedings) will be expanded to include victims of hate crimes based on:
- race, skin color
- political, religious, and other beliefs
- gender
- disability
- ethnic and social origin
- property status
- place of residence
- language
- if adopted, the bill will come into effect one year after the end of martial law.
What is right: the bill fulfills the recommendations of the Istanbul Convention and legislation on the protection of national minorities.
Background information: on June 20, 2022, Ukraine ratified the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (Istanbul Convention).
