Who is affected: residents of Ukraine, government bodies, and local government bodies. 

Summary of the concept: 

the following measures are proposed to strengthen the resilience of democracy in Ukraine: 

  • to ensure the resilience of democracy in Ukraine and the eradication of oligarchic and corrupt influence, the following measures are proposed: 
    • to promote a proportional electoral system 
    • to reduce the number of MPs 
    • to reduce the number of local councilors 
    • to reduce the number of committees of the Verkhovna Rada 
    • to update the Rules of Procedure for the Verkhovna Rada of Ukraine 
    • to digitalize the work of government bodies 
    • to improve the capacity of anti-corruption bodies in Ukraine 
    • to improve the procedure for constitutional justice 
  • to promote competition, demonopolization, and fair distribution of resources that belong to the Ukrainian people. The concept proposes, among other things, to take the following measures: 
    • legislative regulation of lobbying 
    • establishment of an effective mechanism for deoligarchization of Ukraine and prevention of the emergence of new oligarchic structures 
    • deprivement of the central executive bodies of the power to manage state enterprises making a profit 
    • reformation of Ukrainian antitrust legislation 
  • transparent mechanisms of interaction with the state: 
    • further development of modern secondary, vocational, and higher education in Ukraine 
    • completion of the improvement of the legislation concerning national minorities 
    • implementation of the Law of Ukraine on Administrative Procedure 
    • implementation of the Anti-Corruption Strategy for 2021-2025. 

What is wrong: 

  • the document is not of a recognized legal type 
  • government documents cannot recommend strengthening the parliamentarism, it violates the principle of the balance of powers 
  • the content of the Concept is very declarative, does not define any criteria or characteristics that would indicate the essence of reforms or give the opportunity to evaluate the success of their implementation.
