Summary:
- the bill provisions that the Law on Lobbying will come into effect two months after the Transparency Register starts operating, but no later than September 1, 2025 (instead of January 1, 2025, as was previously planned)
- the Cabinet will have to ensure the creation and operation of the Transparency Register within 14 months after the Law on Lobbying comes into force.
What is right: the draft bill ensures the creation and operation of the Transparency Register, as well as the ability to fully implement the provisions of the Law on Lobbying after it comes into effect.
Background information: on November 8, 2023, Ukraine received recommendations from the European Commission regarding EU membership, which included the adoption of a law regulating lobbying in accordance with European standards as part of an anti-oligarchic action plan. On March 12, 2024, the President of Ukraine signed the Law on Lobbying.
