Status: sent for review to the Parliamentary Committee on Social Policy and Protection of Veterans’ Rights 

Who is affected: veterans, enterprises, institutions, organizations, private individuals who use hired labor, Pension Fund, Ukrainian Veterans Foundation, and State Labor Service of Ukraine 

Summary: 

  • according to the proposed rate of jobs for the employment of veterans, 2 percent of the average number of employees will have to be veterans. If the number of employees ranges from 8 to 25 people, at least one job will have to be reserved for a veteran 
  • the Pension Fund will send information about employed veterans and the jobs created for them to the Veterans Foundation 
  • the State Labor Service will check enterprises, institutions, and private individuals who use hired labor for compliance with the requirements of employment of veterans 
  • the Veterans Foundation will annually search for employers who did not meet the requirements and will send them fine calculations for non-compliance with the law. 

What is right: 

  • reintegration of war veterans 
  • opportunity for employers to strengthen their teams. 

What is wrong: no mechanisms for effective adaptation of veterans are proposed — no training, seminars, co-working spaces, etc.
