Who is affected: service members, state and municipal healthcare establishments, military units, and territorial centers of staffing and social support

Summary of the resolution:

· an electronic document management system is introduced for the exchange of documents between healthcare establishments, military units, and territorial centers of staffing and social support

· the electronic document management system will cover the following documents:

– a list of service members admitted for inpatient treatment (examination) to a healthcare establishment and discharged from it

– decisions by military medical commissions

– certificates about the circumstances of the injury (wound, concussion, mutilation)

– extracts from the medical record of outpatients or inpatients

– reports of service members about their authorization to have sick leave, leave for treatment after a wound (concussion, injury, or mutilation), release from duty based on the decision of the military medical commission, or discharge from military service due to health issues

– excerpts from the personnel orders by commanders (heads) of military units

– excerpts from the regimental orders by the commanders (heads) of military units

– leave of absence tickets

– consents by service members to the collection and processing of their personal data

– other documents if necessary

· paper documents can be submitted if it is technically impossible for a military unit, territorial centers of staffing and social support, or healthcare establishment to send them in electronic format.

What is right: the resolution improves the mechanism of exchanging medical and other documents between healthcare establishments, military units, and territorial centers of staffing and social support.

What is wrong: the resolution still allows using paper documents which could lead to potential power abuse.
