Who is affected: people living and studying in the temporarily occupied territories and the Ministry of Education and Science of Ukraine
Summary of the bill:
· the Ministry of Education and Science will define the admission procedure for vocational education establishments for individuals whose place of residence is in the temporarily occupied territory of Ukraine and who received their full or basic secondary education there
· people who are studying and live in the temporarily occupied territories will have the right to undergo annual assessment and state certification under the procedure defined by the Ministry of Education and Science
· persons who are studying in schools, vocational, or higher education establishments will be allowed to apply for a certification to confirm their educational level:
– the list of institutions authorized to conduct certification will be approved by the Ministry of Education and Science
– based on the certification results, the following outcomes will be possible:
1) a person receives a recommendation for admission under an individual fast-track educational curriculum taking into account their recognized educational level
2) a person receives a recommendation for undergoing qualification certification to obtain vocational (vocational-technical) or advanced education
3) a person is awarded the vocational (vocational-technical) qualifications level or degree of advanced vocational education
4) a person is denied admission due to poor certification results.
– certification will not be required in the following cases: 1) to confirm the educational level for specialties (professions) from the list approved by the Cabinet of Ministers
2) to confirm the educational level of the second (MA) and third (research/creative educators) levels of higher education
– a person who has failed a certification will be allowed to reapply for certification no earlier than three months and not earlier than a year after the previous certification.
What is right:
· persons who lived and studied in the temporarily occupied territories will be able to exercise their right to education.
